The United Kingdom and the United States have signed a landmark bilateral deal that will keep zero import taxes on British pharmaceutical shipments going into the US market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has pledged to boost spending on pharmaceuticals through the NHS. This pledge secures that import taxes on these crucial exports will remain at nothing for a timeframe of the next three years.

This deal comes after earlier warnings to significantly raise import taxes on branded drug imports, with increases discussed up to double the cost.

"This agreement between the United Kingdom strengthens the global environment for cutting-edge drugs and introduces much-needed balance to transatlantic drug exports," a statement said.

Commercial Importance

Drugs constitute one of the the United Kingdom's most significant export categories to the America, which is by far the largest destination for leading UK drugmakers.

Trade data show that in the one-year period leading up to the third quarter, the UK sold medicines worth billions to the US. This figure made up nearly one-fifth of all goods exports in that timeframe.

"This guarantee protects work, increases capital expenditure and paves the way for the UK to establish itself as a global hub for biotech and pharma," a government official remarked.

Detailed NHS Changes

The deal entails several specific changes from the British government:

  • Revised Affordability Limit: The UK will raise the price threshold at which it deems new medicines to be too expensive by a quarter.
  • Boosted Medicine Funding: There is a aim to increase overall health service expenditure on medicines from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Payback Limit: The percentage manufacturers must refund to the NHS to stay within budget will be restricted at 15%. In the past, rebates topped 20%.

Broader Context

The deal takes place against a ongoing row between the sector and the UK government over spending levels and approval rates.

This friction were exacerbated by claims that US consumers were charged several times more for the equivalent treatments than consumers in the other developed nations.

Recently, several large drug company projects in the UK have been paused or cancelled, while major expansions have been directed toward American operations.

One official publicly accepted that the NHS must invest a greater share on medicines, noting that its budget allocation on drugs had decreased as a percentage of its overall budget over the previous ten-year period.
